You might also consider changing the terms with the models to 50% after processing/fees - none of the programs that I deal with eat the processing fees.
22.5% also seems like a really high processing fee - and please correct me if I'm wrong on that end, but isn't is usually 12-15%?
Even leaving those out of the picture, you could run some totals for 3 months or so & see what your avg is per model & then base a PPS payout on that. If each sign-up is making you $50 on average, then paying out $20-25 per sign up might be an option.
