I read a tutorial by iggysick and he said:
"So now each day build two sites: one "main" site for all link lists and one for those link lists who takes two submissions per day. Make sure that those two sites are in different niches and on different domains and also it would be nice that they are on different host or ips."
So I guess thats following the strategy i just said of sumbmiting one site to all LL and then the other site to LLs that accept 2 or more (but making sure its a different niche so its more likely to be accepted as a multiple submission as LL owners dont like the same thing twice).
Is this the best/only way to do it or does anyone else have any other ideas??
