Its not a bad idea - similar to the hall of fame system on thumb tgps - the problem is that most of the newer LL owners want to fill their pages with as many links as they can - of course they'll start paring them down in a few years, but thats what leads to looking like you have 10 identical sites with the same content.
Most of the LLs will accept some sponsor content - especially when its the type mentioned here and we dont see 30 free sites with the exact same content set every day - its happened many times when new pay sites have opened
Back to the rotating model - I dont think its been done because I dont believe anyone has written that into a LL software package that I know of (YET)
