You are absolutely right, and this was a major oversight on our part.
The site has been updated now to detect if you have javascript and/or flash enabled. If not, you will see full navigation in the form of images instead of flash.
JavaScript will need to be enabled to generate proper linking codes, but a warning has been added prompting users to do so when necessary.
