Yeah I agree, it all depends on your traffic. If you get .25 a minute on an average chat of 5-10 minutes it would take quite a lot of chat to make the same money if, for example, you were paid a flat out signup for that 1 person. Thats why I like the cam program I am on, $40 minmum per free signup.
