I send decline emails to those who opt to accept them. Most problem submitters do NOT accept them - yet they are the first to complain when they eventually get banned due to constantly ignoring my most basic rules.
(That's not directed at you, by the way - I've watched your sites steadily improve; I just don't care for a lot of your content. I always reserve the right to decline sites I don't like - be it for personal, aesthetic, or simply gut-reaction reasons.)
Anyway, that rant really wasn't directed at you. Until you've sat in the reviewer's seat, you can't imagine how unpleasant the job can be. When sites are good, they're great - but when they're bad, they're awful...or something like that.
