Thanks for all the input and kind words so far guys. A lot of the posts here so far have echoed some of my thought processes when considering where to go with this. To address a few points made here:

I already do this when the recip is close but not an exact match. This is a compromise I make peace with since I've got 110 categories
It's amazing how many people submit "babe" sites with the "adult babies" recip when it's clearly marked "Adult Baby/Diaper Fetish" on the recip page.
RobUK: I don't know of a script that includes that kind of functionality, and trying to do it by hand would be a debacle.
msanchz: When I get really high quality sites submitted to me and they can go in more than one cat (especially when one of them is an undersubmitted cat) I give out bonus listings in additional categories
