If you run pay sites or anything mission critical, I would highly recommend going with network that has redundant high quality providers.
If you just need cheap and its for galleries, movies (static content) then cogent is about the cheapest you can get and it will get the job done.
We use both and each server a purpose. Just depends on your needs
