Rejecting for bad thumbs?

I decided to make up a new rejection email for submitters who select a thumb to represent the gallery that contains nudity or sexual content. Is this wrong? I'm trying to make my TGP pages 2257 compliant without switching to text links.

I was editing thumbs for quite a bit but I got tired of selecting a new '2257 Friendly' thumb for almost every gallery submitted.

What are your thoughts on this?
