Maybe they figured no one would understand that kissing a babies genitals (along with every other part of the baby's body) is another culture's sign of affection?
Crazy world we live in. You really can't blame the Eckerd's employee though. They're told to report such things, and I wouldn't expect your typical photo guy/gal to know Lebanese customs.
