PR is a tool to measure link popularity. Link Popularity is a
large factor in determining your rank in the serps.

Does PR factor in link
relevancy? no
Is link relevancy important? yes
Is PR completely useless on all fronts? You'd be a fool to think so.
People are getting carried away these days with their claims on how outdated and useless PR is. I completely agree that PR is over rated and shouldnt be the sole factor in determining a site's worth. But using PR in conjuction with other tools (checking backlinks, # of outgoing links, number of indexed pages on domain, number of y! directory listings, number of dmoz directory listings, alexa traffic rank, etc) all combined can be very effective tools in determining whether a site would be a favorable backlink.
But as for the subject at hand, 9/10 if google thinks ure domain is something else, that PR isnt worth anything.
