If you make it harder for only for cheaters to be approved, I don't talk about it. But you make problems for all webmasters. You can't control cheaters because you cannot chek their sites automatically or manually and you ban hosting. And also you don't give the list of banned hostings in your rules.
Surfn, to ban hosting and not to put it on your rules page - is the same cheat. So if you do like this - you're cheater too
