Why put the extra limitations such as not allowing video captures (assuming they're of decent quality), strict rules on minimum and max number of pics in galleries and such? feedback!

Hey tigermom - basically yes your example is a perfect blind link - the reason is that there is no "destination" really given to the surfer - just appending something like "at suchandsuch.com" or "at my linklist" puts in that destination.
The reason stems from old programs years ago that used to make very misleading banners that would use misdirection as their "capturing tool" to screw with surfers.
The problem with video captures is the exact assumption you made - they are not of very good quality in 99% of the cases when a sponsor is involved - if you were to do your own you could easily make captures that were not even detectable as the quality would be much higher - and that is what keeps surfers coming back to a link list - quality pictures and movies.
The strict rules are based on years of watching out surfers - getting feedback from them, and underlying all of this, most of us also make free sites to submit as well - and we are pretty knowledgable of what sells and what doesnt.
If you do some searching around here, you will find a good explanation for just about every rule out there - Ill take on the min/max number of pics for ya - the minimum is to be able to generate a site with at least two galleries (to distinguish it from a tgp gallery just thrown behind a warning page) and 10 is just a good basic number to put on a page - so 2 pages - 20 pics. The maximum comes from a desire to not give too much away for free - from a sale point of view, you want to tease the surfer into buying - not give him everything he needs in a little free site
