Rule #1 of graphics (what I was taught) make it bigger than you need, then reduce it down. NEVER stretch a small graphic to make it bigger.

Unless it is animated, you never want to use a gif. That is a very, very compressed format. jpg or png will give you a much nicer look with much less pixelation and color loss.
