Simple. Clean. Nice big clear thumbnails. Good quality full-sized image. Catchy sales text. The rest is just window dressing and not needed for sales. I could do complex gallery designs, and I have but they don't do as well as a nice simple html one that follows the above rules.
Also, a submitter should develop their own style. People can tell my galleries just by looking at them because I have certain little things that I do that makes them uniquely mine.
