so you annoy someone on a board
it gets reported to who? the FBI?
they have to take it seriously because its the law.
they invest hundreds of man hours, get court orders, takes weeks or months to finally find the annoyers IP (assuming of course they didnt use a proxy to engage in this now illegal activity)
make the arrest, spend months getting to trial, setting up a prosecuter with all the evidence, and wham!
