Just build the whole site on the freehost, and ask LL owners individually if you can submit them.
I think thats the only way you're gonna work with it. Some freehosts use redirects and popups in their 404 page, others just have a single page which a surfer can simply press the "back" button. Some LL's might be ok with that, others simply wont bend. You'll most likely want to just open up a dialogue with each one.
