Your not, ICRA and a few other ratings services as well as IE uses the W3C consortium Platform for Internet Content Selection (PICS) and you can study the documentation and put together your meta-tag without using a rating service but to be quite honest it is much easier to let a rating service, like ICRA, generate the tag for you. But if you want to learn more about it and figure out its complex structure
