GG - The temperature is "generally" (though sometimes more/less depending on dewpoint) 1 degree colder for every 1,000 feet above the ground. Any first year aviation student can tell you that.

And as of right now, 7:54 PM EST, in Buffalo cloud tops are at 4,200 feet. Thus 4 degrees colder where the snow starts, and was probably near the same this AM.

And looks like more snow on the way... wait, isn't that the standard forecast for you??? LOL
Though it is Rare to get snow when the ground level temps are about 37.
