Because some affiliates are scumbags - I'm sure somewhere down the line some ass requested a password & posted it on his hack site or something like that.
I can see where a program would not want to give out a un/pw to a new or small webmaster - and it should be based on prior performance and/or references (not that Boogie is a crappy webmaster
