This just my opinion, (moderators correct me if wrong) but you putting you url to your link list is not spam.

webopedia.com defines spam as follows: Electronic junk mail or junk newsgroup postings. Some people define spam even more generally as any unsolicited e-mail. However, if a long-lost brother finds your e-mail address and sends you a message, this could hardly be called spam, even though it's unsolicited. Real spam is generally e-mail advertising for some product sent to a mailing list or newsgroup, or unsolicited posts to bb's with the object being to sell one's product for profit.

You wanting people to submit to your list is beneficial to both parties. Call it cross promotion. More exposure for your site, more exposure for their site, link popularity possibilities from the recips (if hardcoded) and possible sales for both the linklist owner and the submitter.

I whore my linklist all over the place. Its how you become known. I have a post just above this thread asking for submissions to my linklist. If it was spam. It would have been pulled or put into another catagory.

Pimp your linklist out as much as you can. Greenguy (in the beggining, i assume) didnt become one of the biggest players in the linklist game by never pimpin' out his url. I bet if you could look back in time in the internet archives you would see all the big players of today as newbies like ourselves trying to get recognized. And I bet you would see a lot of url's being thrown around.
