Well... It is required by law I believe. But from what Ive heard most link list owners dont want to be the 2257 police. Ive read a few rules that say that you have to have it to get listed on their site but not too many. As far as it being considered an outgoing link I dont think it is. Heres how I understand it:
If you
link to a 2257 page it cant have any outgoing links on it.
If you use sponsor content you can
link to their 2257 page. If their 2257 page has outgoing links on it its probably a good idea to host it on your own domain and remove the links or use a non-linked text of the url at the bottom of your page(s) that has to be copy and pasted into the address bar or typed in to get to it.
