Actually, you just need to scroll down a bit further...all new free site listings are on that page...as well as on their respective category pages
And yes, there is a big difference between a link site and a hub. In general terms, a hub is where you list your own sites...think of it as an internal link list. Of course, you'll have some ads on the page(s) of your hub.
A link list is a site that lists other peoples sites...that have been submitted/reviewed. A link site of course will also have some ads to make money for the link site owner. In the case of my new design, I specifically chose to not run sponsor banners on the site for now. Instead, I'm using links to 'premium' sites as well as mixing in some sponsor hosted free sites
