I don't think all that many people surf with the browser maximized to really make a difference. Everyone will have their own opinion on this but assuming you mean a link list, I think the people submitting sites get more exposure since it is easier for the surfer to close out the window and continue looking for what they want.
I believe alessandro is right. The correct syntax is target="_blank" . target="_new" will open in another window that is already open if multiple windows are open. At least it used to. I haven't checked lately.
