Sounds like you're on the right track
Outbound links are usually defined as 'outbound'...meaning off the site. So, having a link to the next/previous gallery would not be included in the 3 outbound links.
However, something to consider...
If you provide the surfer with a link to the other gallery, he doesn't have to see your ads on the main page again. Myself, I prefer to make him click the back button...hit that main page again...take another look at these juicy ads Surfer Dood
