I believe our government to be more of a Republic than a Democracy. I don't believe there has ever been a true Democracy. Even the fact that we have an electorial college invalidates the fact that we have a Democracy. In an age where technology would allow popular vote rather than the electorial college system, we still have the electorial college.
In our Pledge of Allegiance, the line is actually,
"And to the Republic, for which it stands"
But, your point still stands.
People do need to vote because it is a right to have a voice in the government. And if there are enough voices, change occurs.
