This isn't something to be concerned about if your just doing a post or two a day. If your going crazy and posting a bunch, the services you ping tend to get a little cranky if you continually ping them before they have a chance to spider your blog and those services may or may not ban you. Or they will consider you a spammer and ban your for that. I have auto-ping enabled and have never had a problem.

Depends on the above and how often you post. I don't know of a limit or if it actually exists but to be on the safe side I would do whatever it takes to ensure I didn't ping more than a few times a day

I personally wouldn't consider using timestamps on wordpress. There are still just too many issues with it to make it worth attempting, IMHO. I use a third party script to do future posts and since WP pings when a new post is entered into the database I still get things pinged. There was a post not to long ago which listed a number of third party options but I'm too lazy to go looking for it.
But you are correct, you do need a special plugin for pinging from time stamps.
