Generally every link list and link directory will have their own sets of rules...some will be similar to others, My suggestion would be to visit the ones that interest you and review each submission's guidelines and then you can start building your sites with that knowledge. I know many have built sites and then tried to submit them only to be rejected before they had a good idea of what each one requires. Even spending some time checking out the various sites link sites have listed in their categories. That will help determine what was accepted by them.
Overall, you should be able to establish a baseline of things to do and what not to do. I know with my directory, we've kept it similar to many of our colleagues.
