Did he copy anything other than the meta tags?
You may already know this, but in the search engine world the "keyword" meta tag is almost obsolete now. The major SE's simply ignore them. The "title" tag is still very important, but the old days of sweating over the exact placement of keywords in the other meta tags are long gone.
If he hasn't stolen actual copy from your page, I wouldn't worry about it. Life is too short and the guy is just wasting his time.
On the other hand, if he's stolen more than just meta tag content, send him a cease-and-desist notice. I think you can find one at adultlaw.com, if I'm remembering the correct URL. A cease-and-desist notice, and a followup that threatens to sue someone for $250,000 in copyright infringement, will usually scare most people into agreeing to your demands. Sure, you're just bluffing him/her, but potential lawsuits can be powerful motivators.
