Suspect is a good word. I for one don't do design everyday or that often, nor do I do it for a living, as most other webmasters. For me and I guess many other webmasters, just finding the time to learn it, usually more important things such as traffic, trades, ads, reviews, ect, ect. Not that CSS is not important, it's all a matter of time.

For those that know and do CSS, creating a layout may be simple, for the rest of us, it can be a big mess and end up taking so much time, time we don't always have.
