The 4-12 other recips rule is probably for free sites (link lists & not galleries (TGP's)
I have that same rule - 3 banners/ads per page - but seeing as recips are necessary so that everyone gets a little traffic back, they are not counted towards anything (unless you put up way too many of them on the same page)
