you're mixing 2 things:
1. web page like
www.domain.com/index.cgi?id=11111
- can be indexed by SEs and it can get rank in SERPs like every other page
2. masking listed free site's url from
www.domain.com/fs/title/index.html to
www.domain.com/index.cgi?id=11111 will never give SEO benefit to that free site...
placing that link (
www.domain.com/index.cgi?id=11111) at details.html, at domain root or inside sitemap.xml page won't also give free site valid backlink... it's not problem with where the link is placed on site but in it's structure
