Do you think that I opened up my site in 1997 will all those rules in place?

Times change - rules have to be added & adjusted & removed from time to time.

There was a time where I had no problem with pop-ups, but people took advantage of that & now they're banned.

Based on that, you actually lucky that I'm giving you 1 second
