You can always buy pics if you want to do that, but having a bunch of registered members who never post or reply to anything won't help you grow your board, and trying to reply for them (assuming that you add enough to matter) is a waste of your time. Better to spend time promoting your community so you get real members who'll post and reply. Try offering some incentives to the first 'x' number of people who sign up. And get the word out to surfers in other places about it.
