Also, you may have signed up to use them as a referring tool, ie you don't have traffic in that particular niche, but the site looks good, and you link to the webmaster program so that others who have that traffic can glean sales, which you of course earn a %age of. I've heard of sponsors that delete 'inactive' accounts. What if the guy(s) you sent are making good sales a year down the line, but you personally aren't sending traffic/sales? IMO you should in no way be kicked off a program for inactivity for that reason alone.
