what i do (after sending them several emails what they did wrong and with my explantion why they didnt got listed and they keep submitting like they always do) blacklist them on the linksite they keep submitting too. That way they can find out , if its a good webmaster they will contact you and ask what they did wrong if not then you made a good choise by putting them on your blacklist.
