Ya, I've seen that one a few times. Probably does make it nice, not to clutter up your own site. Actually smart little idea there, looks like they are getting a good amount of traffic and tons of backlinks. Always an idea out there.
As for links out, well, "some" say linking to authority sites can be a good thing. Not like i know for sure.
