In all honesty, there are pros & cons about just moving it to the correct category:
Pros:
- trusted submitter
- you need sites in that category
- you know it was an honest mistake (one category above/below the correct one)
Cons:
- if you don't reject it, they'll keep making the same mistake
- it's a reason to decline a borderline site
Reviewers are such assholes
