Thanks - yeah, stay clear of iwebtraffic - no response still (almost 4 weeks) and I'm sure they've gotten a notice from paypal regarding my complaint I filed with them.
Another update: Today I recieved a full refund from webger.com
so even though their cheat protection suck on their ppc, they were cool enough to responde (eventually, after a few e-mails lol) and give me a full refund (only asked for the remaining in my account).
