I've got a couple of story sites with NetVerifier that do ok, but they also have pictures and I can't find anywhere in NV's rules a minimum # for just stories

You could email them at wmsupport@netverifier.com and ask, they're pretty quick to reply.
IMO they are the best AVS out there for mini-paysites with a recurring income. The other one you might want to look at is CyberAge.
