1) I believe most people here would not list it at all because there are too many rules that are not being met. For one I do not see any reciprocal links to any linklists. (unless thats what the links at the bottom are for).
If you were to add recip links I would probably list it, can't speak for anyone else here though.
2) What can you offer me in return for special treatment? You are already getting my traffic...
3) Free Sites should not ever be updated - that is the whole idea behind them. You are supposed to build, submit & forget them.
My suggestion would be to start building a hub that lists all of your free sites - and update that with a lot of text description each time you add a new site to it.
