They are Senators Lamar Alexander of Tennessee, Christopher Bond of Missouri, Susan Collins of Maine, Judd Gregg of New Hampshire, Lindsey Graham of South Carolina, Jon Kyl of Arizona, John McCain of Arizona, Richard Lugar of Indiana, Olympia Snowe of Maine, Mr. Specter of Pennsylvania and George Voinovich of Ohio. (Six senators did not vote.)
