It looks like one of those traffic exchange systems in which you'll have to surf the sites of other members in order to earn credits so that they'll be forced to view yours. Basically, it's a bunch of moron webmasters sitting around viewing each others' sites while surfers are busy whacking to 30 minute tube vids somewhere else. Probably uses this script or something similar:
