Actually, we do not dictate the end-user costs - rather, the telcos with whom we have interconnect agreements do - which is why the payouts vary from country to country.
Such "premium rate" per minute billing works great in most developed markets, except USA/Canada.
There, you would be better off selling a monthly subscription, but there are chargebacks, and 900 does not even work with cell phones...
