If you have enough, I would recommend you to buy a vBulletin license. Although it looks complicated, it isn't really. Besides that, Ed is right. If you will be having people moderating the board for you, vBulletin has a log on what they do so you can keep an eye on them. Aside that, you can also transfer the license from one place to another for free. You just input the link to where the installation is located at inside your customer area on vBulletin.
If you are looking for something free though, I suggest you to try out MyBB. It kinda works like vBulletin without having as much options as vBulletin but it's solid.
