I guess it's the same reason as why 99% of all the webmaster forums require registration. Why do people have to register to post?

Because we wanted to have real users and not just drive by raters.

It makes the ratings more legitimate.

We're also planning on doing more with the user accounts. (The ability to attach a user to the program they run so they can edit it. The ability to send messages. The ability to "rate" the users. etc.)

It only takes a minute to register.
