Given that I live in Indonesia I figure I can answer this; how these people get in power, it's easy: they know the right other people. And those people know people, and if they don't know people they let the money do the talking.
Besides that the guy isn't half bad, he's actually the right person for the position, he's just kind of forgetting the whole separation of church and state that is supposed to be happening.
