My site gets ok lite traffic, I convert under 1:500 for my better sponsors, but I just added my links section.
It will take awhile to gain a decent amount of traffic to the list itself. Especially since I am offering a no recip submission at first, then recip required once I get my list filled a bit more.

Some sponsors offer hosted free sites that you can use. Webmasters who build free sites often offer no recip versions of their freesites for others to use. (See my sig. for 5 of them) Some have hundreds of freesites for the picking. Do a board search on "clean free sites" and that will be a start for you.
Also, once you've got some content on your linklist, consider using one of your outbound links to advertise the site. That will feed a bit of traffic and make it more desirable for others to include you in their recip table.
