I use a program called Random Frame and it does just what the name implies. But it does it better than any program I have ever seen. when I load up an AVI in it set it to about 400 set the quality to 100% I can increase the size of the cap to 800x545 (since the resolution is 352x240) and I can get very high quality grabs out of it, some could almost pass as digital stills. It also has the option of going through and picking exactly what image you want one at a time.
I then go through the entire 'set' of pictures and delete redundancies or blurry images. out of 400 grabs i can usually save anywhere from 200-300. This doesn't take any time to delete them since I just slideshow quickly and delete the pics I don't like.
