Not being American, it's hard to really know if Clinton was a good President for the US or not... but I suspect if you take a vote of foriegners 75+% would think Clinton was one of the top 2 or 3 post-WW2 President's there has been.... and I bet GWB would be listed in the bottom 2 or 3 by most.
That fact alone is ammunition to the anti-Clinton camp though I guess.. but chances are Reagan would probably be Clinton's main rival for most popular recent President among foriegners.. so i dont think the Rep -v- Dem argument is actually very relevent to those outside the US.
One thing I doubt even Republicans could argue about... Clinton was/is an amazingly charismatic person who played world politics better than either of the Bushs or Reagan... Clinton had the world eating out of America's hand and we were actually liking it!
I wouldn't say I had great confidence in that guy the GWB beat (I honestly cant even bring his name to mind this second!!) but 2 major things that would have been different on Sept 11 if he had won.... The International War Crimes court would not have been undermined for NO REASON apart from populist propoganda for Bush... and the Kyoto agreement would have eventually been ratified in some form.... I am not sure American's really realise how enormous the effect of GWB's destruction of those two pieces of true worldwide co-operation had.. I believe that France and Germany and even the Russians would have RACED to support the USA in any effort...... had GWB not managed to have already trashed the trust Clinton had built up amongst the world community in America. A trust that I dont recall EVER being there before in my lifetime.
